The 24-year-old playmaker is well known to Martinez, who took him to Swansea on a year-long loan last season.
Gomez scored 14 goals for the Swans in the Coca-Cola Championship and Martinez has wasted no time in bringing the player back to Britain.
He completed a medical on Friday and signed a three-year contract, for a reported £1.7million fee.
"Jordi is a real quality player, [has] a great left foot and is extremely pleasing on the eye as a player," said Martinez.
"I have no doubts in my mind that he will do well in the Premier League.
"I think he can go all the way in the game, and to play in the Premier League is the next step in his career."
