The incident occurred during the Super League match between the sides in Warrington on June 17, with Penny reporting the abuse to a touch judge.
Latu, who joined the Wildcats midway through the 2006 season from Cronulla Sharks, has until August 22 to appeal against his suspension.
Rugby Football League chairman Richard Lewis said: "Racism will not be tolerated in any form in rugby league. Through our 'Tackle It' campaign which we launched in 2006, we asked for clubs to adopt a policy of zero tolerance.
"Clubs have been asked to make a commitment to ensure that players, spectators, staff and volunteers can enjoy an environment free of discrimination and racism. As shown in this case, should anyone break this commitment they will be punished."
