A weakened British team, missing world number 11 Andy Murray, were beaten 4-1 by Argentina in Buenos Aires over the weekend in a first-round tie and now face a relegation play-off in September.
"We would like Andy back for the next match and I think he will be there. We have a big chance against anybody, particularly if Andy helps us," said Lloyd.
Murray, who cited a knee injury for his decision, has hinted he may not play in the competition in future because of his heavy schedule on the ATP Tour.
But Lloyd is confident his star player will return for the clash from September 19 to 21.
"When Andy comes back I think we'll be a tougher team. Hopefully we'll get a home match, but if not we have to stay up in the World Group," added Lloyd.
"We found it extremely hard to get to the World Group. We don't want to go down in the first year."
British number three Jamie Baker's performances in Buenos Aires were the big positive to come out of the weekend for Lloyd.
The 21-year-old Scot battled hard against David Nalbandian on Friday before overcoming a rankings gap of nearly 200 places to beat Agustin Calleri for his first Davis Cup victory.
Alex Bogdanovic also came close to beating Jose Acasuso on the final day, leading in both sets before losing 7-5 7-5.
