The home, who had already secured qualification for next year's finals in Austria and Switzerland, failed to find a way past a Welsh rearguard led by the solid Daniel Gabbidon.
It was only the second time throughout the whole qualifying campaign that Germany were unable to find the back of the net, and Low said: "Our opponents got it right today. They really made it hard for us and you have got to say that Wales defended really well. We could not find the rhythm that we set out for and could not break Wales' resistance today."
Shortly before kick-off the Czech Republic's victory over Cyprus ended Germany's hopes of claiming top spot in Group 10, while Wales' point in Frankfurt saw John Toshack's side claim fifth place overall.
Germany striker Mario Gomez wasted the best chance of the match when he headed wide just before half-time, while Wales were forced to hold out for the draw in the later stages as the home side pressed for a breakthrough.
But neither Gomez, Miroslav Klose or Lukas Podolski were able to find a way through, and Podolski admitted, even though Wales are not regarded as a big nation, they can certainly cause problems.
"The big nations play differently and are more technical, but Wales were very strong at the back," said the Bayern Munich striker.
"They simply did not let us create any chances."
