Lel broke clear in the last 400m to beat Kenyan rival Sammy Wanjiru, 21, with last year's runner-up Abderrahim Goumri of Morocco third. All three broke Khalid Khannouchi's course record of 2hr 5min 38sec, which was also a world record when the American won the race six years ago.
While Kazakhstan-born athlete Mikitenko, who runs for Germany, broke away in the 24th mile to win in a time of two hours 24 minutes 14 seconds.
Mikitenko's powerful burst broke the spirit of Russia's Svetlana Zakharova - a two-time London runner-up - and Gete Wami. Wami, the pre-race favourite from Ethiopia, suffered a heavy fall at a feeding station just before 30 kilometres but made a remarkable recovery to claim third place.
Commonwealth bronze medallist Liz Yelling was first Briton across the line in ninth place, clocking a lifetime best 2hr 28min 31sec. Yelling's performance ahead of arch-rival Hayley Haining, will almost certainly guarantee her a place in the British side for the Olympic Games in August.
