Mascherano limped out of last week's 4-0 Barclays Premier League win over West Ham with a groin injury and missed Saturday's 3-0 success against Newcastle.
Boss Rafael Benitez was always confident his newly signed £18.6million midfielder would be fit to face Inter and his confidence has been vindicated.
But Liverpool - already 2-0 ahead from the first leg and anxious to join Manchester United, Chelsea and Arsenal in the last eight - were missing full-back Steve Finnan, who has a hamstring problem.
Vice-captain Jamie Carragher will play his 100th European game, a Liverpool record, in the San Siro.
Meanwhile, Steven Gerrard believes that free-scoring Fernando Torres will kill off Inter Milan's Cup dreams in the San Siro and admits and he would not swap Torres for any other striker in the world.
Gerrard and Torres are fashioning the sort of partnership that could serve Liverpool for years and the pair will be hell-bent on finishing off Inter.
"We will have to play as well as we have done anywhere this season now," Gerrard warned.
"We will be looking to hit them on the counter-attack and Torres plays that game better than anyone around," he added.
"Not only can you stick the ball over the top and let him chase it, but he can make things happen himself like he did against Marseille earlier in the tournament, when we needed to win in France to go through to the last 16."
