The Egypt international found his opportunities limited last season after struggling for fitness and form, with the summer arrival of Darren Bent pushing him down to fifth in the pecking order of strikers at White Hart Lane.
"Both sides have agreed terms," Mido told filgoal.com. "I will move on a one-year loan deal to Birmingham and, at the end they could buy my contract if the club survives in the Premier League. "Birmingham's offer is the best I had received, especially that I chose to stay in England."
Manchester City were minutes away from signing him in January and Fulham appeared to be leading the chase for the 24-year-old when the season ended.
Birmingham boss Steve Bruce has also made an inquiry about Mido's Egypt and Spurs team-mate, Hossam Ghaly, as he looks to build on the squad that earned promotion last season.
Ghaly struggled to impose himself in midfield last season and was tipped for a move after throwing his shirt to the ground after being substituted against Blackburn in the penultimate game of the season.
Martin Jol is expected to have plenty of options in midfield again and is also in the market for a left winger, with Atletico Madrid's Martin Petrov linked throughout the summer.
Adel Taarabt has also impressed in pre-season and scored a goal for a Spurs XI against Dartford in a friendly win on Monday.
