Sri Lanka coach Moody was one of a number of candidates linked with the England job - but the England and Wales Cricket Board moved swiftly to appoint academy director Peter Moores as Fletcher's successor.
"If England had contacted me I would have still waited until the World Cup was over and then would have discussed it," Moody told BBC Radio Five Live. "You don't turn down anything like the England job without discussion."
He added: "I'm sure many other coaches would have been interested, but England have made their decision quickly.
"They decided to make their move quickly and efficiently and they have a good man in Peter Moores, for whom I have a lot of respect."
