Drogba is struggling with an ankle injury and Robben is not quite fully fit after recovering from knee surgery - but should face Manchester United.
Mourinho - aiming to win his a first FA Cup trophy - said: "Drogba will be okay - and Robben has a chance."
Mourinho is hopeful both players will be fit in time to compensate for the losses of Andriy Shevchenko, Michael Ballack and Ricardo Carvalho through injury.
Carvalho is struggling with a knee problem and Shevchenko has undergone a hernia operation while Ballack travelled to Germany for surgery on his ankle.
However, speculation that he went under the knife without Chelsea's permission or that his future at Stamford Bridge was in jeopardy, have been firmly rejected by the club.
A spokesman for Chelsea said: "In answer to recent speculation regarding Michael Ballack's injury, nobody's future at Chelsea Football Club was ever in doubt following his operation.
"There is also no doubt that Michael has put Chelsea FC's interests first. There was a debate on when an operation should take place, and there was a final agreement on that surgery taking place.
"Chelsea and all its players have full confidence in our medical team, headed by Bryan English, and his professional reputation."
