The British number one had to pull out of the ongoing French Open with the injury which has still not healed sufficiently for him to return to match action.
Murray announced on the forum of his website, www.andymurray.com: "I decided that I won't be ready to play Queen's unfortunately. My wrist is getting better every day but it's just too soon to play."
He added: "I've been hitting balls softly and doing strengthening exercises for it, also been getting treatment every day and working out in the gym, so hopefully it will continue to improve and I'll keep you updated."
Murray, 20, has only played two full matches since his defeat to Novak Djokovic at the Miami Masters Series event in March.
He hopes to be fit for Wimbledon, which begins on June 25, and remains scheduled to play the Boodles Challenge invitational event which runs from June 19-23.
Murray, if fit, will be Britain's big hope for Wimbledon glory this summer after soaring up the rankings in the past year.
As well as reaching semi-finals of the lucrative Masters Series events in Miami and Indian Wells, the young Scot retained his San Jose title in February.
