The 30-year-old former Leeds and Wigan number nine, who has made 92 appearances for the club in four seasons, is out of contract in November and has been linked with a move to Wakefield Wildcats.
"Terry has given four years' outstanding service to Bradford Bulls and he leaves with the best wishes of everyone at the club," Bradford chairman Peter Hood said.
"We were prepared to consider a one-year contract extension but Terry wanted the security that a two-year deal would offer him.
"On behalf of the club. I would like to express my thanks for his contribution to the Bulls and wish him every success for the future."
Newton said: "I have thoroughly enjoyed my four years at the Bulls. It's a great club to play for and I'd like to thank everyone at the club for their help and support during my time here.
"I am sad to leave but at this stage of my career I feel I need the security of a two-year contract for my future and that of my family."
Newton's departure could be good news for former Castleford, Wigan and Hull hooker Wayne Godwin, who has been his understudy in the past two years.
Bradford are also currently considering whether to offer an extended deal to ex-Catalans and Harlequins hooker Julien Rinaldi, whose initial deal ended last week.
