North End's failure to make the Championship play-offs has sparked renewed speculation the 22-year-old is destined for a summertime transfer.
Nugent told the club's official website, www.pnefc.premiumtv.co.uk: "Steve McClaren said in one of his interviews I would have to move if I was to continue in the England squad, that I need to be scoring in the Premiership and not in the Championship."
He added: "He is right - I need to be playing against the best players if I am going to progress and further my career.
"I have only played against Middlesbrough and Manchester City in the FA Cup but I want to be playing against that standard every week and test myself against the Manchester Uniteds, the Arsenals and the Chelseas.
"But everything is all ifs, buts and maybes at the minute because I might not go yet, you just do not know."
