The Wolves have acted quickly to secure the future of the 19-year-old, whose searing pace has drawn comparisons with the great Martin Offiah.
Penny, who did not start playing rugby league until he was 16, scored an eight-minute hat-trick against Salford on Sunday to take his try tally to nine in just six matches.
Warrington coach Paul Cullen said: "He has the pace for all to see and has taken his chance exceptionally well. I am delighted he has committed his future to Warrington."
The Wolves have released former Hull winger Richie Barnett. He lost his place to the exciting teenager, who joined the club's academy in 2005 after being spotted playing basketball at school.
Penny made rapid progress through the junior ranks and represented England Academy against France and Australian Schoolboys in 2006.
"I am delighted to sign a new deal with my hometown club," he said. "This deal means a lot to me. I was honoured that the club wanted me to stay here, so I think this made the decision a bit easier for me.
"I also think that we have some awesome players at the club, with more awesome players coming in - and I will learn a lot especially from the likes of Chris Hicks and Matt King, who I think is one of the best players in the world at this moment in time.
"But at the moment I am very focused on this season and producing the goods for the Warrington Wolves."
