Foley's second, which came with just five minutes remaining, capped a fine comeback for Danny Wilson's men who had trailed to Martin Paterson's first Scunthorpe goal.
To make their success all the more impressive, the visitors scored both goals when down to 10 men after substitute Ali Gibb had seen red for a reckless challenge on Kevan Hurst.
When Paterson put the home side ahead with a 51st minute diving header it was no more than the Iron deserved.
The striker had previously been denied twice by debutant goalkeeper Jan Budtz but made no mistake when he found room to connect with Cleveland Taylor's cross.
The impressive Budtz had kept Scunthorpe at bay for the whole of the first half with a string of fine saves, most notably from Paterson, Taylor and Hurst whilst Paul Hayes hit a post from close range.
But, with Gibb dismissed just short of five minutes after his introduction, Foley latched onto Richie Barker's through ball to drill home a 70th minute leveller before collecting Gary Liddle's pass to fire home past Josh Lillis from just outside the box to seal the win.
