Right-back Kelly, 25, joins the Barclays Premier League side until the end of the season. The deal has been allowed to go ahead because the Republic of Ireland international was unable to travel to Stoke on Monday, which was transfer deadline day.
Because of heavy snow, the Premier League opted to allow transfers which were agreed but not completed by 5pm on Monday to go through, providing they received email confirmation from the clubs involved that a deal had been agreed in principle and that the poor weather had held up the signings.
Kelly is excited at the prospect of helping the Potters avoid relegation.
"I'm delighted to be here now," he told Stoke's official website, www.stokecityfc.co.uk.
"It's been a very long few days for me because I have just been waiting and waiting to see where my future lies.
"But I'm delighted it is here at Stoke because as soon as I heard of the interest I was adamant that I wanted to make the move. It's all done now and I'm a Stoke player, I can't wait to get going."
