The 21-year-old switched codes in October last year but, hampered by injuries, struggled to make an impact in rugby union and made just three first-team appearances.
He said: "I am delighted to be given the opportunity to join the Wigan Warriors and work again with (former Bradford and Great Britain coach) Brian Noble."
Pryce was also loaned out to Moseley for a spell and on Tuesday Gloucester agreed to his release despite the player having the best part of two years remaining on his contract.
The move could also earn Bradford a financial boost as the club have retained Pryce's rugby league registration. The Bulls should now be entitled to compensation or a transfer fee from Wigan.
"When I learned of their interest in me it was an easy decision to make. They have some quality players and I am really looking forward to being part of the club at this exciting time," he added.
Pryce, brother of St Helens and Great Britain stand-off Leon, scored 138 points in 52 appearances for Bradford, including 17 tries in 2005.
He is Wigan's fourth signing for 2008, following Andy Coley, George Carmont and Richie Mathers, and possibly their last.
Chairman Ian Lenagan said: "Karl is another excellent addition to our squad and is probably the final piece in our jigsaw for 2008.
"He is young and English and is powerful, skilled and a try-scorer. The fact that he has always been a Wigan supporter was a bonus in effecting the deal."
