A fee, believed to be around £3million, has been agreed between the two clubs for the 27-year-old midfielder.
Etherington could make his debut on Saturday against Liverpool at the Britannia Stadium if all goes well and Pulis said: "The two clubs have done a deal without too many problems. I am hoping things will be finalised after he has a medical."
Etherington has been troubled by well-documented gambling problems and Pulis believes he will thrive in new surroundings.
He added: "I think Matthew feels it is right to get out of London and start again.
"I have had to solve problems with players before and we do our best at Stoke to look after them.
"I have really got a feeling from him. If we can get him back to his best, he will be a really exciting player for our supporters.
"We have been looking for a wide player with pace. Matthew has the ability to beat a player and run the ball from one end of the pitch to another.
"He scores goals and his set pieces are good as well. If we can seal the deal we will be very pleased."
