Redknapp has already committed £11million to Liverpool in exchange for England striker Peter Crouch, fears he has no more money to buy his other two top targets and would have to sell up to six of his current squad to get them.
He told Portsmouth News: "I know Shaun and his dad (former Arsenal and England ace Ian Wright) think Portsmouth would be a good move for him. And I would like a centre-half. Younes Kaboul wants to come here, but I heard Kaboul is going to Villa. I don't think there is anything he can do about it."
"Nicky Shorey at Reading is someone who I like, but he isn't going to come cheaply," he added.
Redknapp also admits he fears Aston Villa will beat Pompey to recruit French defender Kaboul because of the midlands club's greater spending power.
Spurs, who paid French club Auxerre £8.3million for Kaboul a year ago only for new boss Juande Ramos to largely leave him out of the side, naturally want to recoup much of their outlay.
And Redknapp admitted: "If Villa are in for him he may have to go there. We made an offer with what we thought was a fair valuation but if we want some (new) players in we also need to sell a few.
"We are only looking to get in top-drawer players now."
