Redknapp was scheduled to discuss a possible move with Fred before Tuesday night's win over Stoke, which took Spurs to 13th in the Barclays Premier League.
"I don't know what happened, the plan was for me to meet him and have a chat with him," Redknapp said. "He's out of contract in the summer so I think they are asking for a small fee."
Appiah will play in a reserve game against Reading, with the decision hinging on the Ghana midfielder's fitness following a knee injury.
"He has had an injury and his fitness is way below what you'd hope it to be but he's worked hard so I'll have a look at him and give him a decision because he's been with us for about a month now," Redknapp said. "He needs to know."
Redknapp had recent signings Pascal Chimbonda and Wilson Palacios looking from the executive boxes as Spurs defeated Stoke at White Hart Lane thanks to three first-half goals.
Aaron Lennon, Jermain Defoe and Michael Dawson were on the scoresheet - but it was Luka Modric who stood out.
"He showed that against a strong, physical team that not only is he a great footballer, he has a massive heart," said Redknapp. "Not only does he take a kick and a tackle, he wants the ball in tight areas and never shirks receiving the ball - no matter how tight people are to him. He is a top, top player.
"We've got to keep giving him the ball because he's always available. You get him on the ball and he makes things happen."
