The 23-year-old, who has won seven caps for the Kiwis, will play his last match for Gold Coast Titans on Sunday after securing a release from the final two years of his contract with the Queensland club.
Webster, who has scored 32 tries in 66 appearances for the Titans and Melbourne Storm, has signed a three-year deal, reportedly worth around £100,000 per year, with the Robins.
"I'm delighted we have a player of Jake Webster's status and international class joining us next year," coach Justin Morgan told the Hull Daily Mail.
"He will be the most high-profile signing we'll make this summer. This is a huge signing. He will be in the top bracket of centres next season and will have the same impact on the team as Michael Vella did this season.
"We all know centres and outside backs are a rare commodity and to have one of his quality is a major boost. This is a huge feather in the club's cap and signals our intent for next season."
Rovers, three points above Salford with three matches left, will guarantee their survival in Super League if the Reds lose at Wigan and they win the Hull derby at the KC Stadium on Sunday.
