Rule changes on the way - Scudamore

Premier League chairman Richard Scudamore has admitted rules will be tightened in the wake of the Carlos Tevez affair.

The Argentina striker is currently awaiting the completion of a protracted move to Manchester United after months of wrangling over his ownership and eligibility and after much criticism for their handling of the affair Scudamore said the Premier League had now moved to tighten things up, with changes expected to be ratified at a Premier League board meeting next week.

"Changes have to be made for the same reason the Stevens report (into alleged bungs) was necessary," he told The Times. "We cannot keep taking this blow to our reputation and the clubs recognise that. I think there is a feeling that we have to act differently to avoid this turmoil."

He added: "The rulebook is constantly changing. It is a more regulated environment now, which is right because with extra money comes extra responsibility.

"I think the clubs are realising and we are realising that there really isn't anywhere to hide any more.

"On the back of the Carlos Tevez situation we have changed the rules so that all documentation relating to player registration and employment has to be submitted in advance of signing the player.

"Among West Ham United's defences was that they believed the third-party agreement did not have anything to do with the player's registration and that is why it was not shown to the Premier League. Our policy now is: let us be the judge."
