The 33-year-old winger is now free to play again after serving a two-year ban for taking cocaine.
Sailor, who has signed until the end of the 2009 NRL season, said: "I'm very excited about joining the Dragons and am grateful to them for giving me the opportunity."
He added: "I don't believe that my sporting career is finished and I have had a long time to reflect upon it, having been outside of the sporting arena since May 2006.
"I believe that I can still compete at a high level and it is comforting to know that I now have a real opportunity to do so."
The former Brisbane Broncos star achieved success at every level in the 13-man game before switching to rugby union in 2002.
He went on to make 37 appearances for the Wallabies.
