The 22-year-old Sydney Roosters threequarter, who won his eighth cap for the Kiwis in their 38-10 defeat by Australia in Brisbane last Friday, will join the Super League leaders on a three-year contract from next season.
"Sia will add size, speed and athleticism to our back line and will be a great addition to our squad next year," said coach Mick Potter.
Soliola will be a replacement for another Kiwi international, Willie Talau, who moved to Salford in the close season after his contract was not renewed.
In the absence of an immediate successor, Potter has used the versatile Lee Gilmour, as well as youngsters Gary Wheeler and Chris Dean, in the left-centre role so far this year.
Soliola, who was thought to have been interesting Leeds last year, has made more than 80 appearances for the Roosters since making his NRL debut in 2004.
"I am really looking forward to playing in England next year as St Helens is a fantastic club and I will be linking with my former Roosters team-mate Chris Flannery as well as Test team-mate Tony Puletua," he said.
"Going to England is something that has appealed to me now for a while. I will get the opportunity to play in a world-class team and, at the same time, experience life in a different country.
"In saying that, the Sydney Roosters have been fantastic to me since I came over here as a teenager.
"I doubt I could play for any other club in Australia - hence my decision to experience something different in the future."
