Middlesex batsman Shah was one of the few successes in the 2-1 defeat to West Indies earlier this summer - and man of the match in the series-levelling Twenty20 victory that preceded that - but was a casualty of the return of Andrew Flintoff and Ravi Bopara.
Shah struck 138 runs in those three 50-over contests against the West Indians, making him comfortably the most prolific English batsman.
Hampshire fast bowler Chris Tremlett was also omitted on his home ground as county colleague Dimitri Mascarenhas retained his place.
India maintained left-arm duo Zaheer Khan and Rudra Pratap Singh among their attack, after the pair did so well in the Test series, with Ajit Agarkar chosen as the other frontline seamer.
Teenage leg-spinner Piyush Chawla, who made his Test debut against England last year, was also selected for an Indian side looking to extend their winning sequence into the one-day section of the tour.
India skipper Rahul Dravid won the toss and elected to field first.
