Harlequins duo Robshaw and Turner-Hall, named Guinness Premiership player of the season and young player of the season, have been selected at blindside flanker and inside centre.
Dylan Hartley, the combative Northampton hooker who has been involved with England all season, makes his first start in the non-cap international at Twickenham.
Hartley's versatile Saints team-mate Ben Foden is handed the number 14 jersey while Bath's Matt Banahan fills the other wing slot with Newcastle prop David Wilson completing the new arrivals.
Banahan was initially included in the Saxons party for the Churchill Cup but has been called up to the senior squad and included ahead of Mark Cueto, Mathew Tait and David Strettle.
Newcastle centre Jamie Noon, who is headed for Brive this summer, adds experience to a three-quarter line that includes Andy Goode and Danny Care at half-back.
There are three survivors from England's last outing, a 26-12 RBS 6 Nations victory over Scotland, in Delon Armitage, skipper Steve Borthwick and Nick Easter.
World Cup winner Lewis Moody is picked at openside after a 15-month absence while his team-mate from 2003 Steve Thompson is included in an England 22 for the first time since 2006.
Thompson entered retirement because of what was thought to be a career-ending neck injury but made a comeback for French club Brive in 2007.
The Barbarians open a series of three matches for England, who host Argentina at Old Trafford a week later before heading to Salta to face the Pumas in the second Test on June 13.
