Smith has made an enquiry about the 21-year-old and the Barclays Premier League club may be willing to sanction a move to Glasgow, although Martin O'Neill has already stated he would be unwilling to let the player go for less than £3.5million.
Of a potential swoop for Moore, Smith said: "A fee has never been discussed. I did make an enquiry about the player's situation because he'd been out the team. I just wanted to know if they we willing to sell him and Martin told me he was going back into their team, which he did do."
Asked whether Moore could still be a target in the summer, Smith added: "Yes, possibly. I saw him play a few years ago when I was at Everton and he was just coming into the youth team. He looked like a good player."
But Smith insists there is no urgency to find a replacement for striker Daniel Cousin, whose £3million transfer to Fulham is set to be rubber-stamped before the end of the month.
He said: "We had an agreement that if a club came in with a certain amount of money, he could go and he was always keen to go to the Premier League.
"We weren't actively trying to move him on and we could have kept him until the summer but if the player wants to go and we keep him, what kind of state of mind would he be in?
"He didn't come here to go to the Premier League but he felt that if he came here and did well enough he could get a move to maybe a bigger European club.
"There is no great need to bring in a replacement - we have front players who can handle the situation. We are well enough covered."
