It was Tottenham's first defeat in seven games since Redknapp took charge from the sacked Juande Ramos last month.
Gomes allowed a cross from Simon Davies to slip through his fingers in the first half and Andrew Johnson punished some slack defending in the 69th minute to put Fulham two-up, before Fraizer Campbell reduced the deficit 10 minutes from time.
The home side engineered the first real chance of the afternoon in the 12th minute when some neat footwork from Johnson left Jonathan Woodgate well beaten. Johnson pulled the ball back from the byline but Danny Murphy's shot was blocked by Vedran Corluka.
Spurs should have taken the lead when Luka Modric's intended cross was deflected off John Pantsil and into the path of David Bentley. His volley beat Mark Schwarzer but went wide.
But Fulham were ahead in the 32nd minute. Davies sent a cross into the area and, after taking a deflection off the head of Woodgate, Gomes allowed the ball to slip through his grasp and into the net.
Redknapp made two changes during the interval with Aaron Lennon and Roman Pavlyuchenko brought on, and the changes almost had an instant effect as Lennon burst down the left and crossed for Pavlyuchenko but the Russian failed to connect.
Gomes partially redeemed himself in the 53rd minute when he pulled off a fine save to keep out a ferocious Bullard free-kick.
But when Spurs failed to clear Paul Konchesky's corner, Johnson pounced to score from six yards in the 69th minute.
Redknapp replaced Bent with rookie striker Campbell and he scored in the 80th minute but it was not enough to save Spurs.
