The 25-year-old will provide cover for injured playmaker Luka Modric and can also operate for boss Harry Redknapp across the midfield.
"We have reached agreement with Portsmouth for the transfer of Niko Kranjcar to the club," read a statement from Spurs.
Kranjcar joins Jermain Defoe and Peter Crouch as players Spurs have signed from Pompey since January, as the team Redknapp built at Fratton Park gets dismantled.
Redknapp was also interested in England goalkeeper David James, although buying a 39-year-old would have been a huge shift in transfer policy for Spurs, who have a history of targeting players with re-sale value.
Spurs were also linked with a loan move for Sunderland centre-back Anton Ferdinand, with Alan Hutton going in the opposite direction, but no deal was completed.
