Five off the lead overnight, Woods carded two birdies in his first four holes to lurk ominously on the shoulders of the leaders.
Woods split the fairway with his first drive, a good sign considering he hit only six on Friday, and set himself up with a birdie putt from 18 feet which slid just right of the cup. Another par at the second was followed by a birdie at the third and got Woods off to a positive start with the course playing as tough as ever.
A long-iron approach at the par five fourth nearly resulted in an eagle.
Woods' putt from 20 feet stopped inches short and a tap-in birdie moved the world number one into a tie for sixth.
Paul Casey was also off to a fast start, showing that Friday's 66 was anything but a fluke.
Casey just missed out on a birdie at the first but did pick up shots at the second and fourth to improve to one over par, one behind leader Angel Cabrera.
Nick Dougherty, who led after a 68 to open the tournament, settled down after an early case of the jitters.
The former Walker Cup star pulled his first drive well right and hacked out of deep rough back onto the fairway.
A wedge to about six feet set up a chance for par but Dougherty missed that and settled for bogey.
