This weekend's race at Magny-Cours is the last at the circuit for what is likely to be some time to come and supremo Bernie Ecclestone has talked of the race moving to Paris, potentially even somewhere near EuroDisney.
"A dream grand prix would be in Paris," said Frenchman Todt.
"It's the same if you asked me about a grand prix in London. It would be amazing, but I don't think it is practical.
"In Paris you have the environment, all the historical places, but then you cannot make noise and there is not the proper asphalt and all that.
"It would definitely have to be at a racing circuit, but in France we don't have many of these."
The 61-year-old Todt is dejected France is losing its grand prix, but remains hopeful it will return.
"I love the French Grand Prix," added Todt. "On Sunday it will be 14 years I have been running Scuderia Ferrari, and it has been a great time, but let us leave sentimental reasons behind.
"France is a very important country and economy. It is one of the leading countries in Europe, and so it is important to have a grand prix here.
"Obviously, it is not up to me where it should be, but I hope France has a grand prix in the future."
