Jewell confirmed on Tuesday a verbal offer from the Magpies for the 19-year-old had been rejected - and insisted the midfielder would be going nowhere unless County's valuation was met.
Jewell, speaking after Wednesday night's 1-1 Barclays Premier League draw at home to Manchester City, said: "They said they wouldn't be coming back with more than they've offered - which I'm pleased to hear."
The Rams manager will on Thursday hope to bring one of January's longest-running transfer sagas to a conclusion by finally completing a deal for Rangers goalkeeper Roy Carroll - after the Clydesdale Bank Premier League leaders signed Neil Alexander from Ipswich.
"I think Rangers have signed a goalkeeper now, so I'm expecting Roy to be a Derby player by 12 o'clock," he said.
Jewell admitted there was a possibility "one or two players might be going out", but further loan deals now appear out of the question.
He explained: "I spoke to the chief executive of the Premier League, because we are only allowed two English loans.
"With Danny Mills out for the rest of the season, I thought we might have been allowed another loan - but the Premier League have refused the request. I'm disappointed."
New arrivals appear likely at Eastlands too, after Sven-Goran Eriksson revealed on Wednesday night he hoped to sign at least one new striker.
"I think so, yes," he said. "I haven't spoken to anyone after the match. But Wednesday morning and half of the afternoon I have been talking, talking, talking - and it looked very positive two-and-a-half hours before the game."
