Serbia will be investigated for racist chants from their fans and also the conduct of their players both during and after the match. England players' conduct after the match will also be looked at by UEFA.
England defender Nedum Onuoha was racially abused by Serbia fans during the first half of the 2-0 win in Nijmegen and UEFA were forced to make an impromptu anti-racism announcment at Goffert Stadion.
The match also ended in controversy with a brawl breaking out on the pitch after Matt Derbyshire doubled England's lead late on while Slobodan Rajkovic was down injured.
That bad bad feeling spilled over into the tunnel with reports of further incidents after the game.
A statement from UEFA said: "In regard to alleged racist chanting, UEFA will instigate proceedings against the FSS (Serbian Football Association) over the misconduct of their supporters.
"Proceedings will also be instigated against the FSS for the improper conduct of their players on two occasions: following England's second goal and after the match.
"UEFA will also commence proceedings against the FA for the improper conduct of the England players after the match."
All the cases will be discussed at a meeting of UEFA's control and disciplinary body on July 12.
England's Tom Huddlestone will also find out later the length of his suspension after being sent off for foul and abusive language almost immediately after coming on as a substitute.
His automatic one-match ban means he will miss Wednesday's semi-final against Holland but UEFA could decide to impose a longer suspension.
