Carson spent last season on loan from Liverpool at Villa, who had first option to sign the 22-year-old during the summer but O'Neill has instead turned his attention to 37-year-old Blackburn keeper Brad Friedel.
Carson said: "Villa had an option to buy me but Martin O'Neill said he was a bit unsure, that he wanted to look for a more experienced keeper."
He added: "I think he has done that by with his move for Brad Friedel which is fair enough.
"But for someone like myself who is 22, I needed someone to say 'you've got my confidence, you've got my backing' and, having spoken to the manager at West Brom (Tony Mowbray), he gave me a lot of confidence and hopefully I can repay him.
"I really enjoyed my time at Villa but, like I said, they wanted a more experienced keeper and went down that route.
"O'Neill said he was still interested but I couldn't go somewhere maybe just to be second choice. I'd have been better off staying at Liverpool in those circumstances."
Carson is keen to regain his England spot after being left out of the end of season internationals with the United States and Trinidad and Tobago.
He said: "I think I am good enough to get back into that England squad. Hopefully I can get a bit of consistency going again and I'll be looking to get back in.
"I was left out of the end of season squads but I don't think I had the best couple of games with Villa before the squad was announced so that was fair enough. I took it on the chin and it just made me want to get back into the squad. It's great to be at a club permanently and this is a big chance to show what I can do."
