In the end the visitors were only saved by a Mick Monaghan drop goal as Rovers forced their way back into the game.
Missing Matt King and Chris Bridge from last week's side, the Wolves were 28-0 up inside the first half hour but Rovers stormed back to make the visitors sweat for the win.
The Wolves stormed into an early lead as Martin Gleeson, Chris Hicks and Paul Johnson all went over with the impressive Lee Briers converting the scores of Gleeson and Johnson.
Ben Westwood then scored a converted try before Hicks bagged his second score with Briers again adding the extras.
But Jake Webster went over to begin the Hull fightback before Ben Cockayne and Ben Fisher both scored tries converted by Scott Murrell.
Monaghan kicked the vital drop goal in the 72nd minute but still Rovers would not give in and Kris Welham and Daniel Fitzhenry both scored converted tries but it wasn't enough.
In Sunday's other game Huddersfield found their scoring touch to blitz sorry Castleford 64-12 and leave the promoted side as the only team without a point after the first three rounds of Super League.
The Giants were the least productive side after two rounds but opened their account in style, running in 12 tries against a threadbare Castleford side who were totally outclassed and look to be facing a long, hard season.
There were no fewer than 10 different Huddersfield scorers, with captain Chris Thorman leading the points spree with a try and eight goals from 12 attempts.
