The Kiwi is recovering from the back injury which kept him out of last year's Grand Final and New Zealand's successful World Cup campaign and will stay in Leeds to continue his rehabilitation when the rest of his team-mates fly out to Jacksonville on Monday.
"He has not gone backwards or anything like that but he had a long flight back from Australia only recently and we don't want to put him on another international flight so soon," Leeds coach Brian McClennan told the Yorkshire Evening Post.
"The medical staff felt it was more beneficial for him to carry on his rehab here. They felt that in the end, it would probably gain us a couple of weeks - he might be back a couple of weeks earlier because of not going."
McClennan insisted it was too early to say if Webb will be available for the Rhinos' Super League XIV opener against Celtic Crusaders on Friday, February 6.
Prop Ryan Bailey and second-rower Simon Worrall, who are recovering from knee and shoulder surgery, respectively, will also miss the trip to Florida and Leeds could be without big signing Greg Eastwood, who is still waiting to join his new team-mates.
The former Brisbane Broncos forward, who was a member of New Zealand's World Cup-winning side in November, has been delayed by red tape surrounding his application for a British passport.
The champions are taking 23 players to Jacksonville, where they will be training at the University of North Florida before playing a challenge game against Salford next Saturday.
