The 32-year-old former Manchester City player is the second man to leave St James' Park for the JJB Stadium following defender Titus Bramble's switch earlier on Monday.
Sibierski, who joined Newcastle last summer after three years at City, has signed a two-year deal.
Sibierski told the club's official website: "I am delighted to have my future sorted. The manager impressed me hugely and this is clearly a very ambitious club. I can't wait to get started."
Sibierski has made 118 appearances in the Barclays Premiership and previously played for Lens, Nantes, Auxerre and Lille.
Wigan manager Chris Hutchings said: "Antoine is a player I have admired a lot ever since he came to England. He is strong and committed and will give everything to the cause.
"He is a player who can fill a number of different positions, in midfield or as a striker and I'm delighted to be able to add him to the squad."
Sibierski's signing was announced hot on the heels of that of 25-year-old centre-half Bramble.
Bramble, who has spent the past five years at Newcastle, has joined on a three-year deal following the departures of veteran defenders Matt Jackson, Arjan De Zeeuw and David Unsworth.
