An inspection planned for 4.15pm was brought forward as conditions showed no signs of improvement.
Officials had no alternative but to call off Saturday's card, featuring the £100,00 William Hill Trophy.
"We've had 50mm of rain since one o'clock in the morning so I'm afraid we've had to abandon," said clerk of the course William Derby.
"We've got water everywhere, on the racecourse and elsewhere.
"We've had an unprecedented amount of rain. We've had much more rain in the last 11 hours than we would expect in the whole month of June.
"It's desperately disappointing for the connections of runners, racegoers and everyone. I don't think it's possible to save the William Hill Trophy, unfortunately."
