Toshack has only 15 outfield players and three goalkeepers with him for Saturday's World Cup qualifier in the Olympic stadium.
Toshack will almost certainly add under-21 skipper Shaun MacDonald, Ched Evans, Darcy Blake and Andy King to the senior party and there could be more depending on injuries and bookings in the Finland game.
The under-21s finish their European Championship qualifier in Wrexham against Bosnia-Herzegovina at midday on Saturday, and after that at least four of them will be put on flights from Manchester to the Finnish capital as reinforcements for next Wednesday's final Group Four qualifier in Liechtenstein.
Crippled by injuries and late withdrawals, Toshack will have to name two goalkeepers from the three he has with him on the substitutes' bench.
Wayne Hennessey will start in goal, but Toshack will have to include both Boaz Myhill and Lewis Price on the bench to make up the seven substitutes.
Toshack was on Thursday hit by the late decision to send defender Sam Ricketts back to Bolton for treatment on an ankle injury just hours before the party left Cardiff.
Full-back Ricketts had not been able to train on Wednesday or Thursday morning, and it was decided he needed further treatment with the possibility that he could join up again with the squad next week for the Liechtenstein match.
Wales had already lost Jack Collison, Simon Davies and Brian Stock after the squad was announced last week.
But in the last couple of days Danny Gabbidon, Joe Ledley and now Ricketts - all of whom would have started the match against Finland - have been forced out.
