Taxman charter to guarantee performance

Accountants today welcomed moves in the Budget to bring in a John Major-style charter for the Revenue and Customs.

The HMRC Charter — reminiscent of the flurry of charters launched by the former Conservative Prime Minister — was announced as taxpayers and their advisers have become increasingly frustrated with the service provided by the department since the amalgamation of the Customs & Excise and Inland Revenue.

The statutory charter will guarantee certain performance criteria, such as deadlines for responses to inquiries. Every year, it will have to report publicly on how well it is achieving those goals.
