It takes a good deal of courage to confront someone on the Tube or train who has put his feet on the seat or plays music too loudly, so the decision by British Transport Police to address the problem of anti-social behaviour is a relief. But the initiative is only as good as its implementation - the extra staff who are deployed for the task will have to be ubiquitous to bring about a culture-change in the way some passengers behave. The rewards, however, could be great - in New York, a zero-tolerance approach to bad manners resulted in a more general drop in crime. Let's hope the same happens here.
