It is the end of the road for parking attendants as we know them.
They are now called "civil enforcement officers" and come complete with new powers - and uniforms - thanks to the Traffic Management Act, introduced today.
To highlight their position as the "eyes and ears" of the council, Westminster unveiled their new look.
Gone are the peaked cap, blue ribbed jumper and yellow fluorescent vest that struck fear into the heart of drivers.
Instead,Westminster's CEOs wear a baseball cap and bomber jacket with high-visibility silver stripes. As well as handing out parking tickets, they will assist if the public are worried about anti-social behaviour, report suspicious activity, make a note of vehicles without tax discs and try to prevent car crime by alerting drivers who forget to hide valuable items when parking.
If they witness any crimes, they can be called on by police to give evidence in court.
But the new Act, which replaces the Road Traffic Act 1991, also allows CEOs to issue parking fines by post if they are unable to fix the penalty to the car. The first time a driver will know of the alleged offence is when the ticket lands on their doormat.
Critics say this will encourage dishonest CEOs to "hide in bushes" so motorists cannot see them, before sending a ticket by post - even if drivers were obeying the rules. Motorists would have little chance to gather evidence, or even recall the event.
While most councils are expected to issue such "drive away" tickets ,Westminster said it would not. London Councils, which represents all boroughs, said all fines would need supporting evidence.

We do not target anyone were i work.Most of the time is spent dealing with illegally parked vehicles and i do not see the driver.I do not hide, and if the driver returns i do not run away i try to help and explain the appeals procedure once a ticket has been issued. The driver who becomes annoyed is normally someone who is guilty of being found out.
We our not on bonuses or targets.
How do we sleep at night? ANSWER Horlicks
Get A proper job. FRUSTRATED COPPER. SCUM, JOBSWORTH, YOU THINK YOUR BIG. Obvious i can and have no need to swear when answering any of these claims. What gives anyone the the right to threaten me in my place of work? Oh Yes what about the things you take for granted, like a lost child returned to parents, or a suspicious vahicle with a bomb which i reported before it exploded? or does not that side of this job appeal to you. People parking outside schools, putting your child at risk, Or old and young in city centers asking for directions.Or discretion when people return not knowing their vehicle is in contravention?
So in your judgement, do me a big favour and please think why we are employed in this job!

I have had 7 tickets in camden in 2 years, on my valid residents permit, while parked legally. All of the tickets I have disputed and yes, they do eventually get cancelled. But, the time it takes to write the letter and then write again, because the response is a form letter, which has no relevence and fails to deal with the actual issue. It has taken hours and hours, not to mention the distress and frustration!
The appeal process is flawed, time consuming and frustrating.
If I had not made these appeals, Camden would have made £420 out of me so far. I am sure there will be many more wrongly issued tickets.
How many people are ticketed incorrectly and do not know how to appeal or are too intimidated?
Are these CEOs willing to issue tickets to legally parked cars in order for financial gain?
Are the councils desperate for revenue?

they will slowly but surely be given more powers, it's obvious. soon we'll find out that they have the power to arrest you to 'take the strain off police'. it's all heading the same way, more laws and less civil rights equals 1984.

I am a Civil Enforcement Officer and i think there is many narrow minded people out there.
Do they really think if the council done away with CEOs they would actually get a car parking space or get to work on time, of course they would'nt, WHY, because you will always get drivers parking longer then they pay for and parking on double yellow lines causing an obstruction.
These people that complain about us would be the first go moaning to the council.
Lets face it no CEOs, nowhere to park and traffic jams on all our roads. Do it get rid of us, i would love to have a different job, it would save me being sworn at everyday and me and family recievig death threats nearly every other day.

I AM A CIVIL ENFORCEMENT OFFICER. NOBODY KNOWS WHAT WE GO THROUGH EACH DAY. WE HAVE ALWAYS HAD THIS BAD NAME. WE DONT GO OUT TO KILL PEOPLE. WE ARE NOT ALLOWED TO ANSWER BACK TO SOME PEOPLE WHO ARE DISGUSTINGLY RUDE. YOU EXPECT US TO BE CIVIL WHEN YOU ARE NOT CIVIL TO US. I AM A CLEAN LIVING PERSON THAT IS EARNING A SMALL WAGE TO PAY MY RENT AND BILLS. I GET REALLY ANGRY WHEN ONE COMMENTS AND CRITISIZE ON A SUBJECT ONE DOES NOT KNOW ABOUT.

CEOs as people may have their insecurty fed power issues but that is a small problem in comparison to the increased powers they are being given, Dj Jackson, I like your thinking. Where is this going? Civil can potentially cover a lot more than traffic/parking offences. Have CEOs actually been given new ID cards as David Icke has claimed? This would be one to allow them to read your rights (i.e. arrest you) one to allow freedom for them to enter your property. It's simply a form of increasing efficiency of control over the public, take this as you will...

All of these people that hate Civil Enforcement Officers are people that have had tickets so that why they call them, so lets see what job these people have that are leaveing unwanted comments, lets see if we can jip you for doing your job.
Its like, you just have to get on with it and PARK PROPERLY, i think there powers are very fair.

ive just been for a interview to become a ceo and failed the pre employment test questions are so easy my 7yr old daughter could answer with ease i passed with flying colours then comes the personality test apparently im to cheerful and happy and for this reason i was turned down lmao lol need i say anymore

When something looks bad to the Public it is re-branded, I assume this is what is happening here due to the mountain of evidence that has come to light in recent years. But maybe we should all as up standing citizens help out and send pictures of all illegally parked Civil Enforcement Officers Vehicles, Council Vehicles and government vehicles that have parked illegally. From what I have read all you need now is a photo or Video evidence!

As can any other person...
Lets get rid of the cardboard coppers, and these "civil enforcement officers" and spend the money on real police officers - officers with actual warrant cards who can arrest people, who can carry equipment, like pepper spray, handcuffs, etc.
Then, let's sell half the police vehicle fleet, and make the bobbies walk or cycle. Force them to build up relationships with the local population, shop keepers, etc and actually earn the respect that we are supposed to earn police officers.
Apparently we have a local community officer who deals with crime in our neighbourhood. They supposedly look at all the local incidents and try to see if there is a gang problem, any patterns, etc. I've never seen him or her. I'm lucky if I see one police car a week on our road. For all of the 30 seconds it takes them to drive along it...

The real enforcement they perform is as mobile tax collectors. Expect to see them collecting tax for dropping litter, smoking, etc, in the near future as the government needs more money.

You have forgot the point CEO's are not just to protect the public, they are also there to make money for the Council, not the police !

well i am a C.E.O living and working in london and i think its a great job. we are not out there to make your life harder but to enforce a law which has been passed. we ease traffic problems due to people parking there car the wrong manner. and enfore with fines for not doing so. if you have ever been fined mabe it was for a good reason and if not there are things you can do about it which is all writen on the back of the penalty charge notice. all objections are dealt with fairly.

i was once a parking attendent and was doing the job as our titles changed to civil enforcement officers.
people think we are there to make commission, but we are there to keep the roads safer and act as a public service. we help to relieve the pressure on the police but we are not the police! we are there to enforce the civil matter of parking.
and as for the hiding in bushes, we cant do that as we need to be able to see the tax disc number and record it if there is one, and we cant lie about this as it would show up in our photos if there is a tax disc or not.
i can understand that there are a majority of 'traffic wardens' who are impatient and known as what we call in the business as the 'ticket monster', but these kind of people dont stay in the job long.

I don't think these CEO people act in a very consistent manner. I got a ticket while visiting my doctor in George St Uxbridge. I have observed this street on a number of occasions and it seems that parking there is mostly ignored by these people.

What special training do they get in their relationship with the police force? I would like to know what specific training they have received, full details of the areas and processes covered in the training so that the public knows exactly what levels and nature of provision the Secretary of State has made for introducing to our streets another tier of enforcement.
I.e. Have they signed an official document like the OSA that would categorise them as being part of a wider authority under the auspices of 'State Security', preventing them from discussing their remit with the public.

Most of these CEOs seem to be quite angry , small - minded individuals who take pleasure from "pulling a fast one ".One of them took my registration number as i was leaving my car ,then proceeded to walk around the car. When I challenged him he said " I can do what I want!" . I asked if he was an MOT inspector , he said no and I told him to ...... off . Challenge them , they think they have powers which they haven't! Remember , also ,if we ever have ID cards , they'll be asking to see those too ( for the same reason as dogs lick certain parts of their anatomy , because they can !).

Rubbish! You can see parking attendants grin as they place a ticket on a car, they look so pleased with themselves, printing tickets with glee! I hate them, its a job only certain people could do, you would have to have no freinds, and not care when people verbally abuse you. I had a valid ticket, which I accidently obscured, the time I was due back was not visable, but the time I bought the ticket, and the amount I paid WAS visable, I was also seen on CCTV buying the ticket, but it was still refused. Now I know that the appeal process is the job of the council, but a week later I got ANOTHER ticket, while displaying a valid, purchased visitors permit, this ticket was cancelled on the grounds of "what the hell?"

I totally dispute that the Civil Enforcement Officers are there to make roads safer as since when has any authorities been concerned with our safety? We all know that this is revenue driven as why are there so many CEO's and not so many police (in most towns that the case).Most tickets are issued for overstaying and not for causing some kind of an obstruction.I suggest that everyone keeps the cars at home for a week or if not park "legally" to put these morons out of work and we will soon see if its about "safety" or money!It seems that real crimes such as shop lifting, burglary and other driving offences (joy riding etc)attract fines of less than parking offences, so next time, dont park,commit a real crime and save yourself some money as chances are you won't get caught and if you do it'll only be £30 fine.
Pay and display is the biggest con since this rubbish government promised us a vote on the EU.

Could anybody kindly tell me what benefit this "conviction" by post is to the common law abiding driver? To me it is no more than a sneaky underhand way of collecting more fines with minimum fuss. Its like paying a fine over the phone, and having to listen to nothing more than automated robbery!

These are not traffic wardens and never have been. They are parking attendants. The police are the only employers of Traffic Wardens.
