How the cheaper scheme works

Westminster is carrying out a 12-week trial of the "easyJet" scheme at its Queensway car park.
If successful, it will be rolled out to all the council's 14 car parks, including those in the West End.
The cost of parking is displayed on a screen at the entrance linked to an automatic vehicle counter.
Drivers arriving when the car park is nearly empty pay 20p an hour (£2.40 a day).
But when the car park is nearly full the fee will rise to a maximum of £2 per hour, the same rate as at present for any time of day. There is a minimum charge of one hour and the hourly rate applies for the duration of the stay.
Westminster says the aim is to encourage greater use of its car parks.
