The recession could spark a re-run of the Brixton riots unless the Government moves quickly to fund community projects, Cabinet minister Hazel Blears will warn today.
The Communities Secretary was set to use a speech in London to declare that the country could descend into civil disorder, with burning cars and buildings, if action was not taken to combat the worst effects of the downturn.
Promising to come up with sources of funds by the summer, Ms Blears will say the economic downturn could either drive communities apart or bring them closer together.
"Economic recession has the power to do one of two things to a society," she is to tell Community Service Volunteers in the Edith Kahn Lecture. "It can either drive people apart, with an increase in distrust between individuals, more naked competition for jobs, and a fracturing of community spirit. We witnessed this in the Eighties and early Nineties, and at its most extreme, it culminated in cars and buildings burning on the streets of Brixton, Birmingham, and Liverpool."
But recession could alternatively act as a "catalyst for communities to come together", bringing neighbours closer and leading "citizens to discover new reserves of courage and kindness".
"Which end of this spectrum we tilt towards will depend on a decisive factor: the role of the government in valuing volunteering, in creating space for local action, and in promoting innovation and experimentation," she will say.
As well as transferring assets such as disused buildings, markets and leisure centres to community groups, they needed to be assured of the funding needed to make proper use of them.
"In the wake of our mistrust of global financial institutions, there are new opportunities now for a much closer look on how we measure the social return on public investment," she will say.
"The US Community Investment Act, whereby financial institutions must plough some of their profits into communities, might serve as an interesting starting point."
As protesters prepare for yet another mass demonstration outside Parliament, Ms Blears will also say that MPs had to reform their own affairs to respond to the "long, loud howl of outrage" over their expenses.

I know the government would rather people like myself shut our mouths but as I said many times: We had an NDC in Lewisham, Newcross, its called New Deal for Communities, it was a £45 million grant. What has it achieved? Nothing! Is it perhaps time that the government (locally and nationally)stopped interfering in the voluntary sector and stop trying to second on to the voluntary sector their staff that they are trying to get rid of? Because the way I feel right about now is if I ever see another Council salaried staff with the title of community development officer trying to make a name for themselves by pinching project ideas then failing to deliver them as they dont have a clue, thereby climbing on the career ladder by treading on the vulnerable or the poor, Im gonna scream.
And if I see another so called regeneration consultant or have another of those stupid Mori surveys, or other propoganda dropped through my door, I will riot. So I think its about time that this government took their SRB or NDC or Neighbourhood renewal or whatever they want to call it under the banner of regeneration- posing as voluntary sector and stick it up their individual over sized noses.

What an astonishingly niave thing for her to say. The idea that in the midst of a recession the Government should suddenly understand that the voluntary sector has a valid place in society is utter madness.
Where were they when Britian was allegedly booming? Constraining small voluntary groups with inecessent nonsense in the name of Health and Safety. The fact is they believe in having full control centrally and throwing scraps to those groups that play a vital part in plugging the gaps between what the Government shoudl provide and what they actually do provide.

This one sentence sums up the complete lack of talent and ability that rots at the core of the political system and demonstrates that Blears is completely unsuited to a role in government. Hazel is quite right, but any amount of he so called "civil disorder," is unlikely to do as much damage to society that has occurred through the greed of the few that the many now have to pay for: she should remember this and serve her public by requesting it gets active to ensure it receives due justice from the criminal financial institutions that has saddled our children with untold future economic problems, rather than enter into this scaremongering to save a few pet projects to garner a bit more patronage.
