David Cameron accused Gordon Brown of running scared of the voters today after he ruled out a snap general election over the MPs expenses scandal.

The Tory leader declared that the Prime Minister was “frightened of elections” as he ridiculed Mr Brown's claim that to hold a poll would cause national “chaos”.

Mr Cameron called for the public to be given an immediate say over the fate of their MP and said the premier was “hopelessly out of touch” with the public mood.

Mr Brown hit back, insisting he had a duty to clean up Parliament and claiming that a Tory government would cause chaos as it would not be able to handle the economic crisis.

Just hours before MPs learned details of reforms to their expenses system, Mr Brown had ruled out a general election on the grounds that he needed to tackle the recession.

He told GMTV: “Do you really want to see tomorrow, in the midst of the recession while the Government is dealing with this, the chaos of an election? What you actually want is to get on with the job of sorting out the problem [of the economy]. There will be an appropriate time to have an election but at the moment people want us to get on with the job.”

Commons Leader Harriet Harman today outlined interim reforms to ensure MPs will no longer be able to finance cleaners, home improvements or massive mortgages using taxpayers' cash. They will also be prevented from “flipping”, or changing the designation of their second home, during 2009-10, and a monthly limit of £1,250 is to be placed on claims for mortgage interest, rent and hotel bills.

When tackled by Mr Cameron during another bad-tempered session of Prime Minister's Questions today, Mr Brown hit back to claim that unemployment would be higher, the recession longer and public debt even higher if the Conservatives won power. “What would cause chaos is if a Conservative government were elected,” he said.

Mr Cameron seized on the remark, accusing Mr Brown of “the first admission that he thinks he's going to lose”. He added: “I know the Prime Minister is frightened of elections but how can he possibly believe that in the fourth year of a Parliament, in one of the oldest democracies in the world, a general election could somehow bring chaos?”

Mr Brown said the Commons had to show “some humility” on all sides about the MPs' expenses affair and said he had a “duty to sort the problem out”.

Mr Cameron hit back: “The best way to show some humility is to ask the people who put us here. The Prime Minister is so hopelessly out of touch. How can the answer to a crisis in a democracy be an unelected Prime Minister?” he said.

Chief whip Nick Brown today admitted for the first time that he had been “completely wrong” about the expenses issue by opposing greater transparency. “For that I apologise, I was wrong,” he told BBC Radio 4's World at One.

Despite Mr Brown's tough talking there was a growing threat to his leadership today amid claims he had dithered over the scandal. Hopes in Downing Street that he would be seen as leading reform of a discredited Parliament were brushed aside as Labour MPs canvassed for support for Alan Johnson for leader. Activists also claimed Mr Brown was not going far enough to end MPs' financial abuses.

It emerged today that, in a heated four-hour meeting yesterday of the National Executive Committee, the Labour Party's governing body, one trade union organiser told Mr Brown that Mr Cameron had been one step ahead of him over the expenses issue.

Another NEC member banged the table and told Mr Brown that he had just a few weeks to seize the initiative before the expected disaster in next Euro and local month's elections.

The whole expenses 'scandal' has just been overblown hype driven by a 24-hour media that loves to sensationalise everything. The self-righteousness surrounding it is pretty sickening to watch. Who, if their company offered them generous expenses, would refuse? If my firm offered me a subsidised second home, along with furniture and fittings I'd say 'thanks'. If they allowed me to claim for additional items I'd maybe even claim the maximum entitlement. And I think most people would. How many wealthy people with children still claim child benefits? I wouldn't mind betting everyone does- because they are entitled in law to them. If you have any system whereby people can legitimately claim expenses people will avail themselves of it- and why not? Politicians are only acting like anyone else would in that situation- and do, on a day-to-day basis. It's been a whole media-fest, and people like sheep have followed this nonsense and want blood. It's the pack mentality, and all it does is make people feel important for a while.

We don't elect Prime Ministers in the UK, we elect a party and its MPs. John Major was elected by his MPs when he became Prime Minister after the Conservative government stabbed Margaret Thatcher in the back, and he didn't call a General Election until 1992. He remained Prime Minister until the GE in 1997, when his Conservative government lost to the Labour Party. Gordon Brown is not setting a precedent here, he is merely following convention. All the braying donkeys will achieve are sore throats. Gordon Brown will call an election in May 2010 as he is entitled to do. Val: - My father is a life long Labour supporter and union member. He has always fought for the worker a fair workforce and equal pay. All the things that labour stood for. He hangs his head in shame at what Labour has done to the country, again it will be left to another party to clear up its mess.

Whatever your party politics you have to be left aghast at the state of our parliment and those in it. Every party is at fault here with their expenses moats and blue movies are not exceptable.

An election has to be called, sweeping reform must come in. Never can we have Scots in such powerful positions again. Devolution is a must. Sweep clean and see what we have got left. Why should he go to the country. All the polls show that the majority of the people think Gordon Brown and Alastair Darling are best suited to run the economy than David Cameron and George Osborne. There will be an election in May 2010, when the electorate can have their say. If the Conservatives are elected then so be it, the recovery will too far advanced for the Conservatives to wreck it with their do-nothing policies which is what would happen if they were in government now.

Brown should have seen all the problems he now has on his plate and taken steps to avoid them. As it is he has a bulldozer approach. The downsides to proportional representation are greater than the up sides. Under a proportional system a constituency cannot vote for someone to represent them, they can only vote for a party that will in turn appoint someone as their representative. Just watch how the coming EU elections work.

Proportional representation plays into everything else you say is wrong, whipped voting is a result of having to keep your position in the party that appoints you.

It sows the seeds of an eve rising political class – meaning career politicians.

If you have a poor MP that really has to go, under proportional representation you have to get rid of the whole party to eliminate just the one MP.

What you appear to be asking for is something more akin to democracy, where you have government for the people by the people. All the time you have something that encourages party systems is inherently a system for a system of political elites as a ruling class. Therefore no real democracy!

What you want is that the people are able to decide who can stand for elections in their constituency, the funding for all elections only to come from donations in that constituency, probably even the wages and expenses being a local matter. You need someone that goes to parliament first and foremost to represent your community’s and the country views. A party politician can only support the leader that appointed them – the rest of you can take a walk.

The incument Prime Minister, in all his narcissist glory, simply wants to complete a full term in Number 10 without ever having to face the people to secure his own mandate. Like all leeches, he thrives on the lifeblood of others, in this case the shrunken Bliar majority from the last election despite his open contempt for the Dear Leader when Chancellor.

If Brown and Cameron are good to their word, the number of MPs facing deselection is substantial enough to affect the current majority in the House. It is blatantly obvious that this situation should never be allowed to repeat itself again. I’m not talking about the expenses but the term of office. The party that is voted in does not have the backing of the whole country. Therefore, they should not have control for too long to in most cases force through polices that benefit them solely.
An example of that is the promised referendum on the EU. Used as a carrot but not implemented. The term should be halved. If they wont count ALL the votes for or against across the country and want to continue moving boundaries and using ‘Safe Seat’ areas to get who they want in. Then they should be able to be removed earlier.

Brown's response to the election question at PMQs was monumentally arrogant, but something we have come to expect. As has already been pointed out, any resulting chaos would only be amongst the political classes, especially NuLiebour, as they feel the wrath of the voters that they have robbed and betrayed.
Despite its large majority, it is a matter of oft forgotten fact that NuLiebour garnered support from just 23% of the electorate.
This is as good a reason as any for those who say that they will not vote, or will spoil their ballot papers, should think again.
We need a general election now, but we're not going to get one. Gormless Clown knows that he will be out on his miserable ear next time around. Like most socialist governments, Soviet Labour believe that they are ordained to rule and that only they can save us from ourselves. One only has to look at how much of their party dogma flies in the face of public opinion. McClown will cling to power until he is dragged kicking and screaming out of the Commons.
The real danger is that he and his party are spiteful and ardent left wingers, who have done nothing but destabilise this country and legislate our liberty and traditions out of existence.
More of the same is on the way, folks, as they implement a destructive scorched earth policy in the wake of their own demise.
Do your bit; write to your own MP, protest and sign any petition calling for NuLiebour's removal. Nothing will be fixed until they are gone, forever.

Whilst the general consensus here and on a lot political blogs (and I feel the public in general) is that Brown should go, but, you have to understand this man has never really stepped outside Downing Street in the last 12 years and therefore is totally immune to public opinion. Brown was obliged to suspend the two MPs because they had claimed huge sums of taxpayers' money for mortgages that no longer existed. He has taken no action regarding Home Secretary Jacqui Smith who has decreed that her main residence is her sister's spare bedroom.

As a matter of interest, I understand that her husband is employed as her assistant. In view of the fact that he is staying in the detached house in Redditch, funded by the taxpayer, should he not be paying tax on the benefit of having a home provided with the job? If HMRC say this is nonsense because this is the family home, surely Jacqui Smith's claim that the bedroom at her sister's home in London is her main residence, should be deemed a nonsense, under any rules?

If Brown can ignore this and also the fact that other serving members of his cabinet are staying in grace and favour homes courtesy of the taxpayer but still continue to milk the system with regard to second home allowances. There is only one sure way of guaranteeing reform. That is for the deluded incompetent to resign and call for a General Election.

Hazel Blears did not "avoid" £13,000 CGT on the sale of her flat. No. She EVADED £13,000 CGT on the sale of her flat that she told the Inland Revenue was her main home, but having previously told the Fees Office that it was her second home and duly claimed expenses against it. How can she have "paid back" £13,000? The Inland Revenue will have to issue a tax bill for it. But they can't do this without looking at the whole of her tax liability again. This cannot have happened in the last 2 weeks - it will take months to sort it all out. So I'm sorry, i don't believe she has paid anything back - not yet anyway. I also hope that the Inland Revenue will prosecute her for tax EVASION once they've sorted her tax mess out. What she did was illegal and I can't believe she is still in office.
