Offenders as young as 10 sentenced to community service could be forced to wear bright orange jackets as an extra humiliation.
It is hoped the scheme, part of the Justice Seen, Justice Done campaign, would shame the youngsters and deter them from crime. The idea has already been rolled out to adult offenders but Justice Secretary Jack Straw is considering the move for those aged 10 to 17.
The jackets would carry the slogan "Community Payback" in bold letters.
