Plans for immigration points system unveiled
3 Aug 2009Immigrants who want to take on British citizenship will have to earn their passports under a new points-based system being unveiled by Home Secretary Alan Johnson today.
Under the scheme, migrants will be able to gain points towards their nationality application through their skills, jobs and qualifications, but bad behaviour will cost them points.
Until now, obtaining British nationality has been virtually automatic after five years working in the country, so long as applicants have paid taxes, learned to speak English and obeyed the law.
But the tough new rules will mean that, in future, it could be as long as 10 years before foreigners become eligible.
Speaking ahead of today's launch of a consultation on the new citizenship proposals, Mr Johnson said they would "require people to earn points for, among other things, their skills, their job and their qualifications".
"Bad behaviour will be penalised, and only those with enough points will earn the right to a British passport," he said.
"No longer will there be an automatic link between temporary work and becoming a permanent UK citizen."
Would-be migrants from outside the EU are already subject to a points-based system, introduced last year, which permits access to the UK only if they have skills needed by the British economy.
A Home Office spokesman said: "The points-based system has already proved to be a powerful tool for controlling migration for the benefit of British people and the economy. We have already announced our intention to consult on applying these principles to the path to citizenship.
"New laws require migrants to earn citizenship by playing by the rules, speaking English and contributing to the community. We intend to consult on how we can further strengthen these reforms and provide flexibility for the Government to respond to the changing economic needs of the country."
But Conservative immigration spokesman Damian Green said: "This is pure spin. There never has been an automatic right to British citizenship. It is simply that this Government that has let an unprecedented number of people obtain citizenship, issuing someone with a British passport every five minutes.
"This is an act of desperation by a Government that knows it has let immigration run out of control for more than a decade."

Firstly, people should retain their origins. Why would anyone want to become a citizen of another country? Where is one's national pride?
Secondly, the UN should issue a decree, law or whatever it takes to ensure that every country is responsibile for its citizens. Hence a person who commits any crime in another country, be they EU members or not, should be sent back to one's own country. Quite frequently newcomers do not wish to integrate. All foreigners, even within EU member countries, must respect the laws, rules and traditions of the country they live in. A declaration of acceptance should be signed on entry by everybody.
I cannot understand why some foreign nationals insist on having their home rules in a new country when their own country of origin is already racist.
It is time that foreigners who are not happy with what they find in other countries return to their homelands.

Well, I am really telling the truth about immigration in this country and reality of Britain in terms of Integration.Please tell me how much affection there is between Scottish, Welsh and English. The reality of this country is lack of trust and integration.Money is not everything.Of course for overseas citizens money is the only reason staying in this country otherwise They will not stand and put up alot of trouble with English people.You English think that England is in the centre of the world.Let me tell you: Ýf you ask most of American they do not even know where the English island is. That means whoever got the money he/she is the King.
One more thing, as far as understand honesty is the worst thing Britain. How much you are honest and much you are deserved to suffer. this is very comprehensively for everybody. What I am saying is %75 of Legal foreigner who pays tax and insurance and only %25 of them are illegal.Do you really thing %75 them are very comfortable.ý do not think so. Because ýn your eyes of English, every foreigner potentially criminal. first of all, change your mentality then we can make conversation on the basis of mutual respect with TRUE COMMUNICATION. Whatever system we have for dealing with people it must be transparent and fair.
What you mean by fair is of course the issue.
Currently an ex-pat that has paid superannuation all their life for NHS Care until he stops paying because he retires is deprived of direct access to health care. He must pay fifty pounds to see a doctor in the UK unless of course he does an MP 'flip' and declares a UK resident address.
Whatever criteria are devised for immigrants, let us hope that they consider the implications from every but every angle.

Let us hope we start with banning all illegal immigrants, that are found, for good. No second chances.
Then we ban all those with the merest suggestion of a criminal record however small.
That should leave just the few with qualifications who have arrived here through the correct routes. Most will be welcome.

Like many other countries, could people wishing to reside here NOT BE ALLOWED in unless they can prove they can support themselves, without employment for a period of say one year to include health insurance and accommodation and maternity anything. I suspect the applications would drop as no freebies straight off.

Ilyas - there's an old saying where I come from which is that one man's facts is another man's mince.
The British economy can survive without immigrant labour - incidentally, it's not the legal migrants that are the issue, but the illegal workers who pay nothing to the UK economy in terms of taxes. In any case, I think this planned system will target those who just want to come here with the intention of claiming everything going, by uttering the magic word "asylum".
And with regard to your "world policy" - if you mean the UN rules on asylum and immigration, those rules say that anyone seeking asylum must do so in the first safe country closest to their own. So Afghanis, Iraqis, Pakistanis, etc. should do so well before their lorry arrives at Dover.

Most people will take the easy path in life if it is offered. That isn't condemnation, just an observation on reality, an objective view on human social nature. But much like muscles have to be stressed to stay strong in physiology to avoid resultant atrophy, so do people's attitudes and ethics - and no, I'm not talking absolutes here, but simply the inclination to participate; to do what is needed for family and community. The current government specifically, and socialism generally - and for that matter ANY government trying to woo voters, removes or at least lessens the need for decision and effort, so those 'muscles' naturally weaken and whither.
They cannot undergo remedial 'therapy' if there is a steady flow of newcomers coming in to do what they are disinclined or effectively discouraged to do by the system. Saying the influx is a remedy is turning the problem on its head. That influx is not only sustaining the problem of benefit serfs whose lives revolve around the handouts from their political masters, it is accelerating it.
Note - I haven't included the opportunist spongers disguised as willing immigrant workers in the above.

We have Migrants and Immigrants, most of whom are Mirgants. The Migrants are the product of New Labour "Let's bust our own frontiers and let the EU walk over us." And how they walk right over us. The Immigrants are but a trickle compared to the EU Tsunami.

lets set a target of 1000 + removals a week in Hercules Transport planes. All publiscised and froma different RAF airfield each week to avoid do-gooder protests. Send them back with an invoice to their original country for board, lodging and NASS payments made. Fingerprint each and every one as they leave. Stick up huge posters in Calais, Sangatte showing them being deported to put-off ay new ones! Stop all beneffit payments to criminals, and illegals. Set a maxium time for detention before removal of 5 dyas to stop all the baseless appeals, remove any legal aid provision. This would be start!

It's a numbers question. Forget all the points basing, we need to halt all further immigration, and DEPORT all those at present illegally in the UK. Halt all social benefits and housing, these people are coming here just for what they can take. It will take 100 years for us to intergrate with all these multi nationals, and we will not see the benefits in our life times.

Before the asylum (parliament) broke up for their summer hols, Brown ordered each department to make two announcements per week.
This is just another announcement. No basis, no facts all spin, and it will never happen.
Alan Johnson recently told us that he would lose no sleep if the population rose to seventy million.
To put a brake on immigration there has to be the will within government to do it. There is no such will in this government so don't hold your breath.
Our borders will remain open until this lot go, or until the infrastructure collapses under the strain of too many people in too little space.

Mentality of law has to change, not actual article of the law.Some law-abiding foreigners getting more abuses than actual people who are commiting crime and frauds. Many times ý have witnessed that British system is biased and has prejudices against to foreigners. I remember David Blunkett was saying about ''INTEGRATION''TO be achieved last 10 years but nothing has been done about it. I think segregation is the main problem of the country. PEOPLE DO NOT TRUST IN EACH OTHER, STATE DOES NOT TRUST IN ITS OWN PEOPLE AND PEOPLE DOESNT RELY ON THE STATEMEN. THE MAIN PROBLEM IS LACK OF TRUST.
I think you have to establish the value of trust before you do anything.First of all you have to make yourself clear that you are trustworthy and honest person with integrity. I have got some doubt about this.Yourself is very suspicious about the implementation of the policies. All the politicians last 10 years were trying to solve British immigration policy and they have changed nothing at all. And most importantly, British Ýmmigration policy has been establised on the basis of 9/11, incident in THE USA. Real immigration policy based on justice and honesty never been materalised. FOR THÝS REASON ALONE, YOU MUSNT EXPECT HONESTY, LOYALITY AND DEDICATION AND PATRIOTISM FROM PEOPLE ORIGINALLY COMES FROM OVERSEAS. MR JOHNSON, GO BACK TO YOUR OFFICE AND CLAIM SOME MORE EXPENSES. No need to tamper with immigration rules. REFORM THE BENEFITS SYSTEM! Housing, health, education, child benefit are there for people to help themselves. Why wouldn't everyone one want to come to this country. Child benefit is paid without even checking if the child lives in this country, housing (council and prival rentals) is allocated to people who simply turn up here.
There should be an audit of benefits of all kinds paid to EU citizens and reciprocal payments to British citizens in the EU. The whole thing is a farce. If people knew that they would get no benefits at all for 5 years, they would not be in such a hurry to come.

Ok its obvious timing to win the BNP/UKIP vote, its taken 12 years to become forefront topic and it'll still take 2 years to bring into force. However whoever wins the election needs to bring this in quickly, and its got to be practical, common sense and clear cut.
Immigration if policed properly is a great thing, many folks in the UK have foreign blood in their veins, but our weak system has been seen as joke and exploited especially for the last decade.
Why wait, bring in the points system now as a guide line, stop the asylum seekers, stop those who abuse the benefit systems and for those who hate western values or the points system remove them and fly them back to their place of origin no matter the circumstances (BA could do with the business!).
